History
The underlying stamp is the 1940 Romanian semi-postal airmail for Romania joining the Tripartite Pact (Rome–Berlin–Tokyo), featuring Corneliu Zelea Codreanu: 20 lei postage plus 5 lei surcharge, Prussian green, perforation about 14 / 14¼. The basic issue is reported at some 200,000 sets; it is listed by specialist airmail literature under numbers such as CB1 (author’s numbering), and is not a Scott “B” Scout number in the standard catalogues.
A private overprint reading «1 Mai 1941 Jamboreea Națională» (1 May 1941 National Jamboree) was later applied in black. This overprint was not authorised by the Romanian Postal Service. Contemporary and later Romanian dealers often call the overprinted stamp bogus and suggest it may have been produced outside Romania (sometimes said New York). It has no official Domfil Scout number.
The item is kept in a Scouts-on-Stamps collection solely for the jamboree overprint text. It is a private / speculative overprint on a political airmail semi-postal, not an official Romanian Scout jamboree issue of the sort issued in the 1930s. Sheet code SCOUT-1941-ROM-01.1.
