History

On 2 May 1949 (Amsterdam) the Netherlands issued its annual summer semi-postals for the Cultural and Social Relief Fund (Culturele en Sociale Hulp / Domfil «Pro Cultural Works»). The five-value set shows popular summer pastimes; Domfil and SOSOW treat two designs as Scouts-on-Stamps: hiking Scouts and Scouts at the fire-side / camping.

Scout catalog pieces (ordered by rising face value): 5c + 3c multicolour «Hiking» (Scott B195 / Michel 517 / Domfil 949.2 — Domfil motif «Scouts») and 6c + 4c dark green «Scouting» / at the fire-side (Scott B196 / Michel 518 / Domfil 949.3). Designed by P. Citroen, printed in photogravure by Joh. Enschedé & Sons, comb about 14 × 12½ (SOSOW also notes 13½ × 12½), watermark small circles. SOSOW records print runs of 749,987 (5c+3c) and 946,757 (6c+4c), valid for postage until 31 December 1950, and comments that the art is an artistic rendition suggesting Scouting as a popular youth activity rather than a formal jamboree commemorative.

The three non-scout companions of the same summer set — beach restaurant (2c+2c), harvest (10c+5c) and sailing (20c+5c) — appear only as optional related images.

ATA 1964 describes the Scout pair as 5+3 c blue and yellow (Girl and Boy Scout hiking) and 6+4 c green (tents, Boy Scouts camping), with the rest of the summer set as seashore (2+2 c), girl harvesting wheat (10+5 c) and sailboats (20+5 c). The handbook notes that although the inscriptions do not say «Scout», the hats and neckerchiefs mark the designs as Scouting — an artistic suggestion of Scouting as a popular youth activity rather than a formal jamboree issue.
