History

Haiti released at Port-au-Prince on 4 July 1968 an airmail semi-postal for a Pro Culture campaign, produced by locally surcharging stamps of the December 1967 National Education series. The Scout-theme value is the 1.00 + 0.10 gourde: the 1.00 gourde Scout-emblem airmail is overprinted CULTURE with a +0.10 charity surcharge. The design shows a white fleur-de-lis with a palm and an ÊTRE PRÊT banner inside a green circle, a reef knot at left and three Scouts below, under REPUBLIQUE D'HAITI and POSTE AERIENNE. It is the Scout-bearing value of a three-stamp Pro Culture surcharge set; the companion values do not show Scout designs. The base stamp was printed by Giesecke in Germany in offset lithography, perforated Comb 11½; the surcharge was applied locally. Sources differ on whether the surcharge is printed in black or in red.
