History
Zaire issued a 20 makuta commemorative at Kinshasa on 27 April 1981, the Scout value of an eight-stamp set reproducing paintings by Norman Rockwell. The stamp is lettered RÉPUBLIQUE DU ZAÏRE, NORMAN ROCKWELL and 20k. It shows a woman in a pale dress holding a closed parasol, an officer in a dark uniform raising his hat, and a Scout in khaki giving the Scout salute; the three figures look upward. The painting is Ready to Serve, the cover of The Saturday Evening Post for 12 May 1917.
Format International Security Printers printed 265,000 copies by offset lithography, comb perforated 13½, 39 × 51 mm, in panes of 20. The set was also issued imperforate.
