Series history

Joseph Athanase “Paul” Doumer (1857–1932) was a leading French statesman: governor-general of Indochina, long-serving parliamentarian, and President of the French Republic from June 1931 until his assassination in Paris on 7 May 1932. On 11 December 1933 the French post issued a 75 centimes lilac commemorative portrait in the “Famous people” series (Scott 292 / Michel 288), printed by typography in sheets of 100.

The stamp enters a Scouts-on-Stamps catalogue because of Doumer’s role in the birth of organised French Scouting. In 1911 he sat on the national committee that helped form and coordinate the French Scout associations (Éclaireurs) in the years when Baden-Powell’s movement was taking root in France. The design itself shows Doumer as statesman, not in uniform; the scouting interest is historical and biographical rather than pictorial.
