Series history
Bhutan released a 20 chetrum provisional surcharge on 19 June 1970, overprinted in black on the diamond-shaped 4 ngultrum Scout climbing stamp of 1967. Harrison & Sons had printed the underlying design by photogravure; it is line perforated 13½. A Scout in a red jacket climbs a snow slope with rope, ice axe and backpack; a gold fleur-de-lis stands at the right, and the stamp is inscribed BHUTAN in English and Dzongkha. Black bars cancel the original 4 ngultrum. The surcharge printer is not established. Postal standing of the provisionals is not settled.
