Series history
Romania issued a 3.60 lei commemorative on 15 May 1974 for the centenary of the Universal Postal Union, lettered U.P.U., 1874-1974 and POȘTA ROMÂNĂ. Eugen Palade designed it — the plate is signed E PALADE — and Fabrica de Timbre in Bucharest printed it by photogravure, comb perforated 13½, without watermark, in a run of 400,000.
The design shows three children in white shirts and red Pioneer neckerchiefs at a table, examining a stamp album with a magnifying glass. The UPU monument appears in outline at the left.
