Series history
South Vietnam issued four commemoratives at Saigon on 25 December 1959 for the 1st National Scout Jamboree — HỌP HƯỚNG ĐẠO TOÀN QUỐC on the stamps. Domfil catalogues the set as 959.17/20 under «Jamboree nacional / National Jamboree», motif «Explorador / Scout» on every value.
One design serves all four: a Scout in campaign hat hiking with backpack and staff through mountains, a tent and flag in the valley, and the Scout fleur-de-lis at lower left, headed BƯU CHÍNH and footed VIỆT NAM CỘNG HÒA. The face values are 3 đ yellow-green, 4 đ deep lilac, 8 đ lilac and 20 đ blue-green. SOSOW's data row lists the third value as 5 p, which disagrees with the stamps themselves and with Domfil, both of which give 8 đ (Scott 126, Michel 198).
Thai Van Ngnon designed the set; J. Combet engraved it. The French Stamp Printing Office printed it by recess engraving in panes of 25, perforation comb 12½ × 13. SOSOW records 1,000,000 of each value. Domfil also notes an imperforate issue of the same designs; the pieces here are the perforated stamps.
