Series history

The People's Republic of the Congo issued gold and silver foil stamps at Brazzaville on 14 July 1971 for the 13th World Scout Jamboree in Japan. Boccard designed four 90 franc silver-foil portraits — three Scouts and Baden-Powell — issued se-tenant, and a 1,000 franc gold-foil airmail with Baden-Powell, Scouts and a Japanese pagoda. The stamps are embossed; the silver values are comb perforated 11¼ and the gold airmail is die-cut 10½. Postal standing of the foil issue is unsettled.
