Series history

Rwanda issued eight commemoratives at Kigali on 20 February 1978 for the tenth anniversary of Scouting there, 1968–1978, and the first national jamboree. Each stamp is upright, 30 × 40 mm, lettered Xe ANNIVERSAIRE 1968–1978 and RWANDA, with O. BONNEVALLE, 1978 and CARTOR in the margin.

Oscar Bonnevalle designed the set. Cartor printed it by offset lithography, comb perforated 12½, in panes of 25. An imperforate printing of 600 sets was also released.

The 20 centimes shows a Scout playing a flute before a purple fleur-de-lis in a rope circle, with a salute at upper left. The 30 centimes shows three Scouts around a camp-fire before a tent. The 50 centimes shows Scouts on a tall wooden pioneering tower among trees. The 1 franc shows two Scouts with a unit flag before thatched huts. The 10 francs shows two Scouts on a rocky overlook with staffs. The 18 francs shows two Scouts in a canoe. The 26 francs shows a Scout roasting food over a fire beside a tent. The 44 francs shows Baden-Powell in a Scout hat, with a salute and a fleur-de-lis.
