Entre 2006 e 2014, a República Democrática do Congo teria celebrado um contrato com a Impressor S.A., no qual autorizou a empresa a produzir stamps em seu nome para venda ao mercado filatélico. Afirma-se que os signatários não tinham autoridade para assinar contratos de stamps naquela época. Não foram encontradas evidências de que este ou qualquer outro stamp produzido nesse período tenha sido utilizado na República Democrática do Congo, o que indica que os stamps foram enviados diretamente para o mercado de novidades filatélicas, para venda exclusiva a colecionadores.
