Series history
North Vietnam issued a two-value commemorative on 2 May 1961 for the twentieth anniversary of the Young Pioneer Organisation (Đội Thiếu niên Tiền phong, founded 15 May 1941). Domfil catalogues the pair as 961.10/11 under «20 Aniversario del escultismo / 20th Anniversary of the Scouts», motif «Corneta y tambor / Bugle and drum», cross-referenced to Yvert 222/223, Michel 160/161 and Scott 154/155, and notes a different-perforation variety at the same set price.
One design by V. Tuấn serves both values: a Pioneer boy sounding a bugle beside a Pioneer girl with a drum, both in red neckerchiefs, under VIỆT-NAM DÂN CHỦ CỘNG HÒA. The 1 xu is printed in dark blue and red on yellow; the 12 xu in black and red on pale green. The bottom legend reads «20 năm thành lập Đội Thiếu niên Tiền phong 1941–1961». Domfil's «Scout» heading is the catalogue's usual shorthand for Pioneer youth subjects.
