Notes
1973 Scoutisme airmail: Scouts hiking with packs and flags, a large fleur-de-lis flag at centre. Original 80f barred; surcharged 170f. Overprinted CONGRES PANARABE LIBAN / AOUT 1974. Inscribed REPUBLIQUE DU MALI, POSTE AERIENNE, SCOUTISME and GUILLAUME.
Series history
Mali issued two airmail stamps in Bamako on 8 July 1974, overprinted in violet-blue and surcharged on the 1973 Scoutisme pair. The vertical 70 francs, two Scouts saluting a flag, was barred and revalued 130 francs, overprinted 11e JAMBOREE ARABE AOUT 1974 LIBAN. The horizontal 80 francs, Scouts hiking with packs and flags, was barred and revalued 170 francs, overprinted CONGRES PANARABE LIBAN AOUT 1974. Cécile Guillame designed and engraved the underlying stamps; the French Stamp Printing Office printed them by recess, with the overprint in typography, in panes of 25. The issue was withdrawn from sale on 30 September 1975.
